Decided to open a new business? Congratulations! Your business is not only the realization of a personal dream, it is the economic engine of our community. We are here for you as partners along the way, to ensure your business is safe for the public, healthy for the environment, and successful over time. Business licensing is the process through which we jointly guarantee peace of mind for you and complete safety for your customers. Let us get started!

Checking and Succeeding – Preliminary Inquiries
Before signing a lease contract, it is worthwhile to pause and check:

  • Does the business require a license? Not every business requires a license (for example, law offices or clothing stores are exempt); therefore, it is advisable to check in the Business Licensing Order whether your business is listed.
  • Feasibility Check (Preliminary Information): You hold the right to submit a request for preliminary information. We will examine for you whether the chosen premises suit the business type in terms of planning and building, and what specific requirements you will need to fulfill. This saves time, money, and heartache down the road.

Preparing the Ground – Preparing Documents
To ensure your application proceeds smoothly, prepare in advance:

  • Business Plan/Layout: An engineering plan detailing the business structure and its designated uses.
  • Site Map (Situational Plan): A description of the business surroundings.
  • Professional Certifications: Approvals from safety advisors, accessibility experts, or specific plans (such as odor nuisance prevention for restaurants) are sometimes required.

Submitting Easily – Application Submission
Today, you no longer need to run around!

  • How to submit? Applications can be submitted online on the Council website. The system is transparent, enabling you to track every stage of handling.
  • Fee Payment: Upon application submission, a licensing fee must be paid (a statutory sum updated periodically).
  • If you have any questions, you are welcome to contact us and also find quick answers via

Working Together – Inspection Stage
Following submission, we forward the application to the relevant statutory approving bodies (according to your business classification):

  • Fire and Rescue: Fire protection.
  • Ministry of Health: Maintaining sanitary conditions (especially in food businesses).
  • Israel Police: Public safety and security.
  • Environmental Protection: Preventing noise and environmental pollution hazards.

Business owners who consider themselves adversely affected by any decision or demand of an approving authority
are entitled to submit an objection online regarding a demand or decision of one of the approving authorities.

Congratulations! Receiving the License
Depending on your business track, you can receive one of the following approvals:

  • Periodic License: Granted for a term of several years (such as 10 or 15 years) depending on business classification.
  • Temporary Permit: Granted in certain cases for up to one year (with extension options) to allow you to complete specific requirements while operating the business.
  • Expedited Permit: In specific tracks for 'simple' businesses, a fast permit can be issued based on your self-declaration that everything is ready and complies with requirements.
  • How long does it take to receive the license? It depends on the complexity of the business. In simple businesses under the 'Expedited Permit' track, initial approval can be obtained within 21 to 49 days. In more complex businesses, the process depends on the speed with which you fulfill the approving bodies' requirements.
  • What happens if I opened a business without a license? A licensable business operating without a license is subject to enforcement measures, including heavy fines and administrative or judicial closure orders. More importantly – in the event of a disaster, your insurance policy may be void without a valid license.
  • Are we obligated to make the business accessible to persons with disabilities? Yes, accessibility is a condition for receiving a license. In certain cases (in small businesses), an affidavit suffices, whereas in large businesses, certification from an authorized accessibility specialist is required.
